Minneapolis Mayor First to Use Plug-In Hybrid as Official Car

Minneapolis Mayor R.T. Rybak may be the first mayor in the nation to drive a plug-in hybrid vehicle as his official city car.

Since he was first elected in 2002, Mayor Rybak’s official car has been a Toyota Prius. But the dramatically superior gas mileage of a plug-in hybrid vehicle prompted him to make the switch: he had his hybrid converted to a plug-in hybrid electric vehicle, from which he expects to get about 70 miles per gallon (mpg) compared to his average 40 mpg with the Prius.

A plug-in hybrid electric vehicle (PHEV) is like a regular hybrid with a cord. That is, its battery can be recharged by plugging it into a regular 120-volt outlet.

Typical of many PHEVs, Mayor Rybak’s car can travel about 30 miles solely on battery power if the speeds are 30 mph or less. If he drives further or needs to go faster, the car automatically switches over to using the gas engine. But for local city driving — when speeds are low and distances are shorter — he could go days without using any gasoline to power the engine.

Although most of Minnesota’s electricity comes from coal power, powering a vehicle with the electric grid is still cleaner than gasoline. But the Mayor and other city officials want to make it even cleaner: Minneapolis has applied for a state grant to install solar panels on some city buildings so that future plug-in cars could charge up using solar power instead of fossil fuels. Rybak told the Minnesota Daily:

It became clear to me that the two big things we had to do were convert to plug-in hybrids and find a way to have them use electricity from non-coal sources … I become very frustrated with people saying we need to do years of research on all these issues. Research is great, but the technology is there right now.

Last year, Minnesota became the first state in the nation to pass legislation promoting plug-in hybrids. The law instructs the state to buy plug-in hybrids on a preferred basis when they become available and encourages Minnesota State University - Mankato to develop flex-fuel plug-in hybrid vehicles (plug-ins that can run on an ethanol blend).

Minneapolis has about 100 government vehicles that are either hybrids or use E-85 fuel (an 85 percent ethanol, 15 percent gasoline blend). Leadership from the city and supportive government policies could make plug-in hybrids a more common occurrence on Twin Cities roads.

Airlines Losing Climate Change PR Battle?

Depending on whom you ask, emissions from air travel make up 2-6 percent of the planet’s total CO2 emissions (as a whole, the transportation sector makes up about a quarter of those emissions). But airlines in particular have been getting a bad rap among some in the environmental community because of it, and a recent conference of European airline industries debated how to brighten their image.

One British strategic communications firm argued that the airline industry essentially needs a PR makeover. Steve Dunne of the Brighter Group went so far as to say that the industry risks sliding into a reputation akin to that of cigarette manufacturers in the U.S.: "The aviation industry is just not representing itself properly or effectively to put the lobbying efforts of the eco-warriors into some kind of perspective."

I’m not convinced the risk is that dramatic — at least here in the U.S. While there are certainly efficiency measures airlines should be considering — such as being towed to a starting point on the runway instead of burning fuel to get there – advocating a total ban on air travel as some do (or even very high taxes) is a losing cause (by the way, I want to hear a convincing argument as to why flying on a commercial plane isn’t public transportation, like taking the bus).

But the pollution problems for the industry could take off: The United Nations’ Intergovernmental Panel on Climate Change (IPCC) says that while the CO2 emissions per passenger kilometer have decreased, the increased number of passengers overall has negated that efficiency. Furthermore, the World Wildlife Fund predicts airlines to make up 15 percent of all global CO2 emissions by 2041.

So while the airlines may not be likened to cigarette manufacturers yet, they should consider some reputation management now. And there are good things happening: The International Air Transport Association says they saved 6 million tons of CO2 by shortening routes worldwide. Virgin’s Richard Branson just announced that he’s planning a 747 biofuel test flight for early next year, and Northwest put together a taskforce of employees and managers that came up with ways to cut inefficient fuel use by 31 million gallons per year. To keep up with the increasing number of passengers and the increasing concern about global warming (including carbon regulation), however, the airlines industry will have to continue decreasing their contribution to the problem and keep telling the public about it. Telling their side of the story — while performing real, meaningful leadership — will keep their reputation from taking a nose dive.

Report from Nobel Conference - Heating Up: The Energy Debate

Every year, Gustavus Adolphus College in tiny St. Peter, MN holds a Nobel Conference, authorized by the Nobel Foundation of Stolkhom, Sweden. The conference brings together renowned experts to discuss timely issues, like aging or globalization. This year, it was “Heating Up: The Energy Debate.”

I attended the two-day event, which delivered in its round-up of impressive energy and global warming experts: Nobel Laureate in Physics Dr. Stephen Chu, biofuels expert Dr. Lee Rybeck Lynd, peak oil expert Ken Deffeyes, economist Paul L. Joskow, polar explorer Will Steger, hydrogen expert Joan M. Ogden, and James Hansen, Director of NASA’s Goddard Institute for Space Studies.

While at times the science got a bit thick, the message from all of the lecturers was clear: Global warming is urgent, we need to do something NOW, and many different solutions will get us there.

I was most interested to hear from Paul L. Joskow, an MIT economist who discussed the best methods for regulating carbon dioxide (CO2), a major contributor to global warming. Many politicians favor a cap-and-trade policy, in which a limit on CO2 is determined and then tradable/sellable permits to pollute are issued to utilities and industry. Economists, on the other hand, generally prefer a carbon tax that simply taxes CO2 at a certain rate.

Although an economist himself, Joskow argued that a cap-and-trade policy is the best way to create a market for CO2 and drive down emissions. First of all, a cap-and-trade policy is politically feasible, and making sure it actually has a chance of passing Congress in our lifetime is the most important thing to slowing global warming. Secondly, a cap-and-trade plan links the U.S. with other nations (and other states) that have already started down this path, thus creating a global solution to a global problem.

While economists favor a carbon tax that the feds could ideally use to cut taxes in another area, like income, Joskow said “perfect the enemy of good.” Sure, in a perfect world we would tax bad stuff and never tax good stuff (like working). But the urgency of global warming calls for a good system that is feasible now and gets us in sync with the rest of the planet. And the best system for that is a cap-and-trade policy.

Joan M. Ogden lectured on a hydrogen economy, although her fellow panel discussion presenters were skeptical of using hydrogen as a fuel source, at least in terms of it being ready fast enough to fight global warming. Although no option should be taken off the table, hydrogen could play a more important role in bettering existing technologies (like ethanol production) rather than creating an entirely new infrastructure.

Dr. James Hansen – you may remember him from his accusations that NASA officials edited his global warming reports – said that if someone is seriously concerned about climate change, any elected official they vote for should agree on three principals:

1) A moratorium on traditional coal-fired power plants (until we can sequester the CO2, building more plants moves us backwards)

2) Policies that encourage more renewable energy

3) Incentives for energy efficiency.

With the clean technology here but the leadership lacking, the issue of urgency was paramount throughout the lectures. In fact, I thought the statistics and scenarios put forth more dire than those I normally read in the media. More than one expert prefaced a recommendation with something like, ‘A year ago I would’ve been laughed out of the room for saying this, but now I can say that what we need to do is…’ The extensive media attention on global warming, along with some serious dialogue and action by the business sector and politicians, have made it “safer” to talk about the true consequences and costs of global warming without immediately being labeled a nutcase.

For example, MIT economist Paul L. Joskow said that any sort of carbon regulation is going to raise our utility bills “and anyone who tells you otherwise is lying.” With a cap-and-trade policy that sets CO2 at $50 per ton (a price he thinks is likely), it could drive up utility bills 40-50%. But this would not happen over night: Any measure passed by Congress would give utilities several years to implement efficiency programs to soften the landing. But the message was still clear: This isn’t going to be easy, but we can do it.

Polar explorer Will Steger, who has been traveling and studying the arctic and Antarctic regions for 40 years, gave an eyewitness account of global warming’s effects at the poles (in May I interviewed him about his most recent trip). I’d heard his talk several times, but there was a big difference this time: He showed a slide of polar bear and then said in his quiet-but no-BS –sort-of-way, “This is our friend the polar bear. I’m afraid there’s nothing we can do for them – they will go extinct. I couldn’t say that 18 months ago to people, but now I am.”

Despite the wake up calls – no use in sugarcoating at this point – it was still uplifting to know that some of the planet’s smartest people are working on this and elected leaders are slowly getting the message.

More Huge Hydropower for China

Last week China reiterated its commitment to renewable energy, particularly hydropower. The Asian nation plans to triple its hydropower production to 300,000 megawatts by 2020.

Chinese officials also asked the world to cut them some slack in their efforts to cut global warming pollution.

China’s contribution to global warming has been relatively small compared to the more developed Western nations, they argue, and they shouldn’t be held overly accountable. According to Chen Deming of the National Development and Reform Commission, "I hope the international media will give us some development rights, some development space and not overly blame us."

Wind power and biofuels, in addition to big hydro, will help China reach its goal of producing 15 percent of its energy from renewable sources by 2020. But it’s the hydropower expansion that is raising the eyebrows of some who are concerned about the large dams’ environmental impact.

Chen Deming argued that cutting carbon dioxide (CO2) emissions that contribute to global warming is more important than any negative environmental impact of huge hydropower. Other groups like Greenpeace argue that the damage caused by large dams – like the Three Gorges on the Yangtze River — could have more consequences than conventional power plants because of the massive amount of CO2 released when trees and plant life are destroyed.

Five Questions on Energy for Al Franken

Comedian, satirist, and talk show host Al Franken is running for U.S. Senate in Minnesota on the DFL ticket (in MN, the Democratic Party is called the DFL).

Last month, Franken made an appearance at the Crow Wing County/Morrison County DFL summer picnic. I grew up in Morrison County, so I attended, and was impressed with the (relatively) huge turnout. I met Al, but more importantly he took the time to answer some questions I sent him via email about renewable energy and Minnesota’s place in the clean tech revolution.

Maria Surma Manka: What specific renewable energy legislation do you want to see implemented at the federal level?

Al Franken: On a macro level, I’d like to implement a national cap and trade for carbon dioxide. This would make the cleanest renewables cheaper than fossil fuels and reward sequestration of CO2 in the form of planting acreage.

I’d like to see more federal investment in pilot projects for renewables. Representative Collin Peterson has put in several pilot projects for cellulosic ethanol that would be conducted here in Minnesota.

When I have said I want an Apollo Program for renewable energy, I’m talking about making these kinds of investments in renewables, including things like tidal and wave power. The United States has to go back to investing in research and development. This means identifying promising technologies and investing in them.

Maria: How would you open up Minnesota’s markets for renewable energy investment?

Franken: I would refer you to my previous answer.

Maria: What is Minnesota’s biggest renewable energy advantage (i.e. what can we capitalize on in a clean energy revolution)?

Franken: First of all, we grow a lot of corn, the number one feedstock for ethanol. We also grow a lot of soy, which is the number one feedstock for biodiesel. So, obviously, we have had years of experience making both, and our state universities have been doing a lot of the research.

Wind is cleaner, and Minnesota is a very windy state. We’re ninth in the nation. We should really be exploiting that more. Also, I think we should reinvigorate our manufacturing base by building wind turbines in Minnesota. So many of the turbines - the mechanisms that turn the spinning blades into electricity - are made in Europe. Let’s make them here.

Cellulosic is only a few years away and we have prairie grasses, which are perennials and have very deep root systems, making them potentially a very sustainable feedstock.

Right now gasified biomass is being used as fuel in ethanol plants. We got a lot of biomass in many forms; for example, forests, especially in the northeastern part of the state, where we don’t have wind. As cellulosic technology develops, there is great potential in using our forests, managed in a sustainable way, to add to our arsenal of renewable energy sources.

Maria: What is the role of business, government, and consumers in a clean energy future?

Franken: The government has to find ways of encouraging businesses to make clean energy available and attractive to consumers. Government should take the lead in making green buildings, working in partnership with companies that develop green technologies, and by investing in energy-efficient transportation systems - light rail, commuter rail, etc.

Obviously, tax incentives should encourage businesses to develop technologies and consumers to buy energy-efficient products. This is one of those things where everybody has to work together because it’s in everybody’s interest.

Maria: What steps have you personally taken to fight global warming or make your life more energy efficient?

Franken: Right now I’m traveling from Duluth to Minneapolis in a hybrid vehicle - my family Ford Escape. I bike to work, when I can. Biking, as Jim Oberstar might say, converts a hydrocarbon economy into a carbohydrate economy. Of course, we recycle.

But the biggest thing I’m doing is running for the Senate, so that when I get to Washington, I can make sure that the things I wrote about in the first four answers can come to fruition.

Cost of Green Power Rising…For Good Reason

The cost of doing green business in Silicon Valley could soon be increasing. The demand for renewable energy credits (RECs) is outpacing the amount of land needed to provide clean energy, and so prices for RECs may be on the rise.

The purchase of a renewable energy credit generally represents one megawatt hour of renewable energy. Although the clean electricity can’t be routed from the wind turbine directly to the business, the investment allows for more renewable energy to built and displace the energy needed from dirty fossil fuels. Many companies and individuals buy RECs in order to make up for, or “offset,” their unavoidable pollution (driving, manufacturing, etc).

In Silicon Valley, the big buyers of RECs include Cisco Systems, Applied Materials, and Yahoo!. The latter just signed up for 1.6 million kilowatt hours of green power costing $24,000 and meeting about 6.5 percent of Yahoo’s Santa Clara energy requirement. The RECs are purchased from Silicon Valley Power, the city-owned utility of Santa Clara.

The increase in REC purchases across the country – the most recent data from the Department of Energy shows sales doubling in 2005 – may affect places like Silicon Valley in the near future. Renewable energy producers will need to get more creative in their search for land for the solar power and wind power systems. Dan Kalafatas, president and Chief Operating Officer of 3 Degrees, the San Francisco-based energy marketing company from which Silicon Valley Power buys its renewable energy credits, noted, “The best sites have been tapped. The long-term fundamental demand will raise prices."

California law says that utilities have to increase their renewable energy use by 2010, so this problem isn’t going away. Efficiency will be key here: while it’s exciting that the demand for green power is increasing, running efficient businesses and households must be the first step, and will help cut the need for energy across the board.

Study Says Bigger Renewables Not Always Better

A thought-provoking new study by the Institute for Local Self-Reliance (ILSR) has found that locally-owned renewable energy projects generally hold more local economic benefits than large-scale ones.

The “Economies and Diseconomies of Scale” concludes that bigger is not always better. The Minneapolis-based ILSR analyzed the costs and return of wind power and ethanol, both major renewable energy sources in the Upper Midwest. While they are both less expensive to produce on a large scale, the costs of having to transmit the energy across long distances can negate those savings. That, coupled with the fact that large projects are generally owned by corporate or out-of-state interests, makes smaller, local projects more beneficial for the immediate community.

ILSR recommends that states follow Minnesota’s example, where law provides a favorable tariff for locally owned renewable energy projects, requires 51 percent ownership by Minnesota residents, and designates 51 percent of financial benefits to local owners. In addition, the federal production tax credit (PTC) for wind should be changed to allow it to be taken against ordinary income rather than only applying to passive income (such as from rent). This would allow greater access to the tax credit and open it up to more individuals to be renewable energy investors.

A carbon-constrained world presents us with many options for change. Do we want to create – and is it realistic – a totally new energy system, one that is locally owned, producing energy for the local area, with the majority of economic benefits going to the local community? Or does the urgency of global warming demand as much renewable energy as possible, as fast as possible, owned by whomever possible?

Climate Change Brings Farmers, Environmentalists Together Down Under

Australian farmers have teamed up with environmentalists to create the Agricultural Alliance on Climate Change, a group that wants to cut emissions up to 60 percent by 2050.

Although they may not agree on all environmental issues, climate change is problem that they know requires immediate action and can be slowed. Farming groups like the South Australian Farmers Federation and Agforce are on the front lines of having to adapt quickly to a changing climate and risking their livelihood in the process. Some farmers also feel that they haven’t received the recognition they deserve for fighting global warming. The Alliance acknowledged as much in a statement:

Australia is tracking close to its Kyoto target due largely to the efforts of Australian farmers reducing emissions, particularly from practices such as minimum tillage and ceasing broad-scale land-clearing, while emissions from most other sectors have continued to increase.

The group seems to be rather light on specific policy initiatives or technology recommendations, while their ultimate aims include creating “effective and sustainable economic drives” from harvesting renewable energy, providing social and physical infrastructure and services to rural Australia, and providing information and tools to rural Australians to help them prepare for some of the unavoidable impacts of climate change.

Here in the U.S., farmers have joined with clean energy organizations and traditional environmentalists to push a common agenda as well. While they may not agree when it comes to party politics, issues like clean, efficient, and homegrown energy have clearly crossed party lines in many areas.

Organizations like the 25x’25 initiative were started by farmers with a vision of 25 percent renewable energy by 2025, and farmers unions are working at all levels of government to push for policies that support local, renewable power. Wind energy and biofuels are common grounds for collaboration, as so much farm land is also in some of the most wind-rich areas of the country, and as the potential for biofuels that go (and grow) beyond corn continue to hold great promise as a clean, reliable source of fuel.

Clean Energy Fastest Growing Sector in Massachusetts

A recent study found that the clean energy industry is the fastest-growing sector in Massachusetts, easily beating out behemoths like financial services, healthcare, and communications.

The Massachusetts Clean Energy Census was published by the Massachusetts Technology Collaborative, a quasi-public agency that runs a renewable energy trust fund of green power projects. The study found that clean energy industry had a 26 percent increase in jobs and now accounts for more than 14,000 jobs in the state. Those jobs are expected to grow three times faster than any other major industry, adding about 3,000 jobs in 2007. The next biggest increase was in the scientific, technical, and management services sector with an increase of 5.4 percent.

Three hundred and two companies, government agencies, and university research centers responded to the survey. Those in the renewable energy category said they will increase staff by an average of 30 percent in the next 12 months, while the energy efficiency sector will add an average of 25 percent more employees.

High fossil fuels costs and venture capital funding are contributing to the strong clean energy performance, as well as politicians and a public wanting action on global warming emissions.

However, the report also points out that the industry is still very young: of the 255 companies surveyed, 103 had annual revenues of less than $1 million. Most companies focus on selling their products to other companies within New England to speed up sales cycles. But this may result in limited growth if companies are passing up opportunities in faster growing and larger markets.

Governor Deval Patrick, Senate President Therese Murray, and House Speaker Salvatore F. DiMasi agreed last month that by 2010, Massachusetts should offset all of its growth in electricity demand with increased efficiency.

The survey defined “renewable energy” as including solar power, biofuels, wind power, wave systems, solar-assisted fuel cells, and all fuel cell companies, although the study recognizes that fuel cell production may be powered by fossil fuels.

U.S. House Wraps Up Energy Bill

The big news this week was that the U.S. House passed an energy bill that for the first time included a federal renewable energy standard (RES). This RES – an amendment to the energy bill sponsored by Representatives Tom Udall (D-NM) and Todd Platts (R-PA) – requires utilities to get 15 percent of their power from renewables by the year 2020. Other components of the House energy bill include:

  • Moving $16 billion in tax incentives away from oil companies and putting it towards renewable energy.
  • New energy efficiency standards for appliances and building codes.
  • The creation of a Solar Energy Industries Research and Promotion Board to raise national awareness of solar energy options. The program would be funded completely by a portion of solar industry revenues, with no appropriations authorized.
  • A modified 4-year extension of the wind power Production Tax Credit (PTC) that limits the credit to 35 percent of wind project costs.

Not in the bill is an increase in the Corporate Average Fuel Economy (CAFÉ) standards (a.k.a. “fuel efficiency”) that was a hot topic as the session came to a close. By avoiding a vote on CAFE standards, Democrats avoid public in-fighting with fellow Dems from auto industry states, notably Commerce Committee Chairman John Dingell (D-MI).

The Senate already approved an increase in fuel efficiency back in June, which will be just another piece of the Senate bill to be reconciled with the House version in conference committee this fall. In addition, the White House has threatened to veto any legislation containing a renewable energy standard.
